Fix: Infinite Job Creation for Future-Dated Campaigns

Resolved an issue where campaigns scheduled with both start and end dates in the future triggered continuous job creation due to a negative offset calculation. A default offset is now applied when the calculated offset is negative, preventing infinite job loops and reducing system load.
